Fire Chief

The Fire Chief is the chief fire official in the City, responsible for planning and directing the activities of the Department of Fire & Emergency Services. The Chief ensures that the employees of the Department properly and productively suppress fires, offer emergency medical services, respond to natural and man made disasters, and educate the public and inspect properties to prevent fires from occurring.

The Fire Department operates with an annual operating budget of approximately $5,357,000 (as of 2020). The Chief directly supervises five employees, three Assistant Chiefs, one Deputy Chief, and department secretary. The Department currently has three (3) ten-person crews that work every third day.

The City has a main fire station located at 222 West Poplar St. and a second fire station in the west end of the city. The City of Sidney has a full time professional fire and emergency services department with a wide range of firefighting apparatus including medic units, aerial ladders, and pumpers.

Nature and Scope:
The Fire Chief is a Senior Director position within the City organization. The Chief is accountable to the City Manager, who appoints the person to the position. The Chief meets with the City Manager, keeps the Manager informed of the activities within the Department, and seeks guidance on issues as appropriate. The Chief works directly with the supervisors, namely the Deputy Chief, Assistant Chiefs, and Department Secretary within the Fire Department, and provides indirect supervision to fire lieutenants and fire fighters.

The Chief works with the Finance Officer on budgetary matters, the Police Chief on the coordination of public safety matters, the Human Resources Manager regarding Civil Service procedures, and the Planning Director on the coordination of planning and zoning issues. The Fire Chief also coordinates public safety matters with the surrounding area fire and emergency services' officials and the State Fire Marshal. The Fire Chief works with many groups and individual citizens in the community on issues of public safety and resolving complaints about fire, emergency medical services, and fire prevention related matters. The Chief will be required, at times, to work with the media to provide information on public safety issues, including the preparation of news releases and appearances on radio/television programs.

In relation to the nature of supervision provided, the Fire Chief:
• Plans, directs and exercises general supervision over all of the Department employees, with direct management of specific supervisors.
• The Chief is the final authority on the planning and execution of existing and new initiatives undertaken by the department employees.
• Formulates and enforces departmental rules and regulations, work methods and procedures.
• Makes recommendations on the hiring of all department personnel. Most of the decisions on hiring practices within the department are governed by State Civil Service Law.
• Make all personnel assignments within the department, which are consistent with civil service rules, contractual agreements and state/city laws.
• Enforces disciplinary matters for violations of departmental and/or City rules, procedures and regulations. Suspensions and dismissals are carried out in accordance with authority provided.

Other Requirements:
• The Fire Chief responds to emergency incidents as deemed necessary and will be involved in incident management.
• Ability to work well with people.
• Demonstrate sound organizational skills.
• Exceptional verbal and written communication skills.
• Ability to operate department owned vehicles and equipment.
• Excellent math skills to manage financial matters of the department.
• Experience in using a computer for word processing, spreadsheet operations and database functions.
