Richard Snow, DO, Testifies On HB 198

Richard J. Snow, DO, testified in favor of HB 198 (Medical Home Education Pilot Program) before the Ohio Senate Health Committee, which unanimously approved the legislation this week.  Snow said the bill would help address several demographic and health care delivery changes.  He explained the growing evidence that goal-directed health care using patient engagement, quality improvement and a team-based approach results in better outcomes for patients.  

Snow said the current pay model doesn’t encourage enhanced access, care management, or electronic connectivity and noted the PCMH would require enhanced reimbursements to cover costs for additional time spent with the patient, care managers or clinical pharmacists, and information technology.  Snow shared the spotlight with Paul Grundy, MD, global director of health care transformation at IBM, who is a leader in the Patient Centered Primary Care Collaborative and a national proponent of the medical home concept.  The OOA has been an advocate for the legislation since the bill was originally proposed by State Rep. Peggy Lehner (R-Dayton).
