BX Participates in City of Dayton's PEP External Communications Group
MBE Contracting Program to Take Effect July 1st
The City of Dayton's Human Relations Council (HRC) hosted their first meeting of the External Communications Group (ECG). This group is part of the ordinance that inacted the City of Dayton's PEP or Purchasing Enhancement Program. The External Communications Group is made up of a diverse combination of interested organizations and individuals that are involved in the construction industry, procurement, purchasing, and social justice works. The Builders Exchange of Dayton has been active on this issue and is pleased to offer its leadership and input as a part of this group.
The ECG will work with the City to review quarterly progress reports on the PEP's determined goals, give input into the contractor/vendor registration process, and help to educate their constituencies about the PEP and the City's new approach to administering the program, which is centered on transparency and cooperation.
As background, the PEP was designed after a disparity study was completed by a national firm on behalf of the City of Dayton to measure past discrimination and determine the available pool of potential minority and disadvantaged contractors in the region. In practice, the PEP will establish goals for product procurement as well as construction contract awards for minority, small, disadvantaged, and local contractors. Annual goals will be broken into specific project goals based on availability.
